As I am a government officer, there are sometimes I have to be standby for the emergency situation. 

Most of this situations are related to the congress. 

In terms of budget, law, administration process, the congress in the democratic country can ask the government many data and report. 

One day before the meeting of congress, congressman send the paper of asking data or report that they want. 

We, government officers, do not complain about this because it is their lawful right. 

But the problem is that they generally don’t send the form in the daytime. They let us wait for the form even until mid-night. 

That’s quite unproductive process for many government officers who waits without doing anything. 

I decided not to waste this time so I am writing the dairy in English now. 

I should make good use of this spare time.
