United Korea economy could pass Japan: Goldman Sachs 통일한국은 일본을 추월할 수 있다: 골드만삭스

A united Korea -- combining Asia's fourth biggest economy with one of its poorest -- could surpass that of Germany or Japan in economic might in the next 30-40 years, U.S. investment bank Goldman Sachs said on Monday.  「통일한국ㅡ아시아의 4번째 경제대국과 아시아 최빈국중 하나의 결합ㅡ은  앞으로 30-40년 후, 독일과 일본의 경제를 추월할 수 있다」고, 미국 투자 은행인 골드만삭스가 지난 월요일에 발표했다.
 
Though North Korea's planned economy system looks to be on the edge of collapse, it offers a large and cheap workforce, a wealth of minerals that the resource-poor South currently has to import to feed its industry and the likelihood of gains in productivity and its currency once economic reforms take hold. 비록 북한의 계획경제 시스템이 붕괴 직전인 것처럼 보이긴 하지만, 북한은 광범위하고 값싼 노동력과 풍부한 광물을 제공할 수 있다는 것이다. 경제 개편 조치가 취해지면, 천연자원이 부족한 한국은, 산업을 증진시키고 생산성과 그들의 통화 가치를 높히기 위하여, 광물을 수입해야만 하는 실정이다.

The two Koreas have been separated for more than half a century and have yet to sign a peace treaty to formally end the 1950-53 Korean War. The cost of reunification has long been seen as one of the biggest risks facing the South Korean economy. But Goldman Sachs said it could be affordable by having the appropriate policies and by following the China/Hong Kong reunification model which allows two political and economic systems to co-exist, with limited inter-Korean migration.  그러나 골드만삭스는, 「적절한 정책」을 취하고,  별개의 정치적-경제적 시스템을 통합시킨「중국과 홍콩의 통일 모델」을 참조하며, 남북한 사람들간의 이주를 제한하기만 한다면, 감당할 수 있는 가능성이 있다고 언급했다.

It argued that there remained a spirit of reconciliation despite the hardening in Seoul and that the political backdrop in the region was supportive of peaceful and gradual integration. 「서울 측의 강경 노선에도 불구하고 화해의 염원이 아직도 남아있는 것인지」 그리고 「이 지역의 정치적 배경이 과연 평화적이고도 점진적인 통일에 우호적인지」여부는 논쟁꺼리이다.

There are so many things wrong with this picture it really is funny to contemplate them. Briefly. Don’t need to be sensitive. One critical prerequisite Sachs set for the pink-colored future in the peninsula is “North Korea should give up its nuclear ambition in order to reform communist system into opposite way.” Who knows it’ll happen tomorrow? Who knows it won’t happen till 2050? Who knows about the future of North Korea?  흠, 민감하게 반응할 필요 없잖아. 한반도의 핑크빛 미래를 위해 골드만삭스가 설정한 결정적인 전제조건은 "북한이 공산주의 시스템을 반대 방향으로 개혁하기 위해서는 핵보유국의 야망을 포기해야 한다"는 거니까. 미래에 무슨 일이 일어날 지 누가 알 수 있니? 누가 이런 일이 2050년까지 일어나지 않을 것이라 장담할 수 있지? 누가 북한의 미래를 아는데?

Greg Arnot   How cruel to continue the prison which N Korea has become! Let the people be free... they will surprise us all. North Korea has natural resources and a geographic location which gives it commerical advantages. Take all property away from the Slave Masters who rule now... divide the land and resources among all North Koreans... then stand back and let them use that capital as their starting point. 북한은 감옥같은 상태를 계속 지속하고 있는데,  너무 무자비한거야! 북한 주민들을 해방시켜 줘라... 북한 주민들은 우리 모두를 놀래킬 수 있을꺼야.  북한은 천연자원을 갖고 있고, 자신들에게 상업적 이득을 부여할 수 있는 지정학적 위치를 점하고 있으니까.  현재 북한을 통치하는 '노예 지배자'로부터 모든 재산을 빼앗고, 토지를 분할해서, 모든 북한 주민들에게 자원이 돌아갈 수 있도록 해야 해. 그렇게 한 다음 우린 한 발자국 물러나 북한 주민들이 그 자본을 자신들의 출발점으로 활용하도록 해주면 되는거야.

They adopted free market like more than 20 years ago. and talking about natural resource? China already took over most its northern mines in change of electricity. Kevin Willis  Does this gentleman's study take into account in any way the health costs of caring for the North Korean population, which have been ravaged by decades of forced starvation? More fundamentally, does Goldman Sachs interpret German unification expenses - by now probably in the order of three-quarters of a trillion dollars - as "benefits"? West German taxpayers paid, East Germans got a free ride.  위에 글 쓴 Willis야, 좋은 지적이다. 좀 더 근본적인 질문을 하자면, 골드만삭스는 독일의 통일 비용 지출을 ㅡ아마도 지금쯤이면 대략 7500억 달러ㅡ "이익"으로 해석하는거야? 서독 납세자들만이 돈을 지불한 것이고, 동독인들은 무임승차한 거라고.  Look at the former Communist region today - impressive infrastructure, all manner of standard conveniences found in a developed country - new apartment buildings, free ways, municipal offices, post offices, a Landesbanks that went sour after buying GS-inspired toxic real estate assets (which West German Landesbanks were cajoled into absorbing). the Ossies avoided land-line phones and now have a higher rate of cell phones/capita than West Germany. JOHN PALLA   Korean reunification could be a bonanza for the US. We will no longer have to pay for the troops stationed there. Think about it, how much have we spent there since the "end" of the hostilities? Look at Vietnam, when we left, it was a basket case. 통일 한국은 우리 미국에는 엄청난 행운이야. 우리는 더 이상 주한미군에 돈을 지불하지 않아도 돼니까. 전쟁 "종료" 이후에도 우리가 그 지역에 얼마나 많은 돈을 써야만 했는지 한 번 생각해 볼래? 베트남을 봐. 우리가 베트남을 떠나니까 베트남은 사지가 절단된 사람처럼 돼 버렸잖아. I think that the idea has some merits, instead of permanent occupation, we should let the Koreans settle their own problems. After a few years of living together, they will become a worthy participants rather than a source of tension. PATRICK LOWRY  This is one of the reasons China has not participated in aggressive sanctions against NK. A unified Korea is bad business for the Chinese. 이런 것이 바로 중국이 북한에 대한 적극적인 제재에 동참하지 않는 이유 중 하나야. 통일한국은 중국에는 매우 안 좋은 일이니까.

Bertrand Arthus  Some optimists are even predicting reunification in within this generation. But I think their ideal is unlikely to be realized for the time being. Of course, there is no knowing what the future may bring forth. However, before we -I guess, the world- gets too carried away with United Korea story, we should think what the obstacles are that face them. North Korea's economy is on the brink of breaking down but analysts don't believe that the regime will take steps to bring in more foreign investment.
